New Hampshire doesn't have a traditional state income tax on wages. For most of the last decade, NH had a tax on interest and dividends income (the "I&D tax"), but that was fully repealed as of January 1, 2025. There's nothing left to withhold on employee wages for state income purposes. No state withholding registration, no state income tax returns for employees' wage income. If you're coming from another state and expecting a state W-4 equivalent or a withholding deposit schedule, there isn't one in New Hampshire.
New Hampshire's minimum wage is $7.25/hr, matching the federal floor. There's no schedule for an increase under current law. The state hasn't raised its minimum wage above federal since the early 2000s, and there's been no legislative momentum for a change in 2026. Tipped employees can be paid $3.26/hr as long as tips bring total compensation to at least $7.25/hr. If you have service workers relying on tips, you're responsible for ensuring they hit that floor on every pay period.
State unemployment insurance is administered by the New Hampshire Employment Security (NHES) department. The SUI taxable wage base for 2026 is $14,000 per employee. New employers start at a rate of 1.7% for the first three years. Experience-rated employers land somewhere between 0.1% and 7.5% based on their claims history. Quarterly SUI returns and payments are due by April 30, July 31, October 31, and January 31. You register for an SUI account through the NHES Employer Service Portal when you hire your first employee in the state.
New Hampshire doesn't have state disability insurance or a paid family and medical leave program at the state level, though there is a voluntary PFML program that small businesses and individuals can opt into. If you're hiring in New Hampshire for the first time, the employer registration process is straightforward: register with NHES for SUI, report new hires to the NH Dept. of Health and Human Services within 20 days, and you're essentially done on the state side. No income tax withholding setup required.
Keep in mind that New Hampshire does still require compliance with the federal payroll stack. FICA is 7.65% each for employer and employee, FUTA at 6% on the first $7,000 per employee (net 0.6% after the state SUI credit), Form 941 quarterly, and W-2s by January 31, 2027. The absence of state income tax withholding makes New Hampshire one of the lower-burden payroll states, which is worth noting when evaluating where to hire or expand.
